Current Funding

Bay Area AQMD | Carl Moyer Program
California HVIP:
Hybrid and Zero Emission Truck and Bus Voucher Incentive Project
Volkswagen Environmental Mitigation Trust for California | Shuttle & Transit Buses
San Joaquin Valley APCD | Zero Emission School Bus Infrastructure Program
EPA | Clean School Bus Program

VW Funds

The Volkswagen (VW) Environmental Mitigation Trust (Trust) provides about $423 million for California to mitigate the excess nitrogen oxide (NOX) emissions caused by VW’s use of illegal emissions testing defeat devices in certain VW diesel vehicles. The Trust provides funding opportunities for specified eligible actions that are focused mostly on “scrap and replace” projects for school buses and shuttle buses.

HVIP

The California Air Resources Board (CARB), in partnership with CALSTART, launched the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) to accelerate the adoption of cleaner, more-efficient trucks and buses. HVIP works directly with dealers to apply the voucher incentive at the time of purchase. Any commercial vehicle user in California, including municipal fleets, smalls businesses, school districts and more can apply.

EPA Clean School Bus Program

With funding from the Bipartisan Infrastructure Law, EPA’s new Clean School Bus Program provides $5 billion over the next five years (FY 2022-2026) to replace existing school buses with zero-emission and low-emission models.
